I fully understand your point about Ed Ball's remark, though I think one could take issue with the notion that endogenous growth steps outside the neoclassical approach to growth theory. More accurate to see it as a novel development within the broad paradigm. But maybe I'm nitpicking. Solow, by the way, has some very interesting things to say about EGT in his updated book on growth theory from a couple of years back. Recommended.
