While individuals owning shares will generally be unable to influence management; pension funds certainly are large enough investors, especially if they act together. Perhaps you should be asking why have pension funds preferred to be passive investors, at most selling stocks where they are dissatisfied rather than seeking changes by management.

I am also unconvinced by anyone who advocates maximising profits as a by-product of other aims; after all Google's "Don't be evil" doesn't seem to have been very effective in constraining them.
